Rule based preferences, take four

I think this is finally ready for landing. This version
uses 'name' instead of 'for' as the namespace keyword and
adjusts the API as John requested in his review.

As discussed in the previous thread, there is no format
marker. Instead, support for a 'requirements' section
will be added in a follow-up patch so users can be more
explicit about what versions of Bazaar and associated
plugins are needed to work on a branch.
