Experimental 1.6b3 windows binaries available

I've installed it. Seems to run fine as a bzr installation - I've not
used bzr before on windows so I'm not sure what to expect. Branching
from sftp failed, branching from a unc share worked fine. TBZR added
its menus to the explorer shell though they didn't do anything, as
expected I guess. Icon overlays didn't show.

This (virtual) machine also had tsvn installed on it.

This s just a very first cut and I need direction from you guys on how this is best handled moving forward.
