bzr serve --http ?

I don't think we're very far off from that, and I know Michael has
already done some ground work for that.
We have a release going out the door in the following weeks, and this
seems like a reasonable release goal for the next one, aside from
writing dozens of tests to start making the code base a bit more
solid.

Personally, this is one of my major itches, so I'm more than willing
to push forward for this.
