[RFC] [MERGE] Add some simple utilities for foreign branches.

The attached patch adds some simple utilities for foreign branches in
bzr core - I need them for both bzr-svn and bzr-git and they seem
generic enough for other foreign vcs implementations. 

Would anybody object to having this patch in core? If not, I'll see if
I can adds some tests.
