Note that the patch doesn't change the behavior. One of the new tests
specifically checks that such files are still kept. The intention is to
avoid removing incorrect working tree by mistake, which was the case in
the bug report and problem somebody on IRC was having a few days ago.
Fixing the conflicts on `bzr checkout` in such branch with partially
removed tree is not simple and is best to avoid.
