Bazaar launchpad teams reorganization

I'm reorganizing the Launchpad teams related to Bazaar, so that

 ~bzr-core is the owner of the the bzr product, representing only the
bzr tree and bugs directly in it
 ~bzr is a member of ~bzr-core (therefore has all its powers), and it
also owns the stable-releases ppa, and is the owner of the 'bazaar'
project group.
 ~bzr-overall will be disabled/deleted by Aaron (its owner)

This means that if you're only interested in the bzr tree itself, you
can leave ~bzr and join ~bzr-core and you'll no longer get mail about
PPA changes, or about plugins and other things within /bazaar.
