Bzr plugins *must* die!

The folks at Mozilla have greatly improved the plug-in experience over
the past few years. It used to be a real pain, with conflict between
packaged-plugins and those installed directly by the user. Now, it's
pretty cool. Firefox:
- automatically searches for updated plugins
- smoothly disables plugins that won't work when the browser changes
- has moved very popular plugin functions into the core
We could learn from them, and implement a similar capability, with a
registry that can be queried and a framework for describing core and
plugin versions.
