On windows it is installed by default in recent builds of bazaar and run
through TortoiseBzr (i.e in Explorer context menus).

On Linux and Mac you need to run comand like

bzr qcommit

to see a graphical commit dialog or

bzr qlog

to see a graphical log.

You can also invoke it from Eclipse using the QBzr-Eclipse plugin that I
am developing.
