[MERGE] Support for the decorate argument also in CommandRegistry.register_lazy

When trying to overwrite an existing command using register_lazy it
throws a KeyError. This patch adds a 'decorate' argument to
CommandRegistry.register_lazy with equivalent functionality as in
CommandRegistry.register. There is a problem with the tests though,
that they print the error messages about the new command not being
registered to the console. I don't know how to get rid of it
(CommandRegistry.register(..., decorate=True) is not tested, so I
couldn't just use that as an example).
