Merge unrelated branches

If you have a tar file containing a software project that is being made to a
bazaar branch independently by two different people. They develop
independently and at some point want to share their changes with each other. 

Is is possible to merge these two repositories so that they can pull and
merge changes from each other? If yes, how?
