[MERGE] Implement VirtualVersionedFiles.iter_lines_added_or_present_in_keys.

Hi,

The attached patch implements
VirtualVersionedFiles.iter_lines_added_or_present_in_keys(). This is
needed when creating new bzr branches from branches stacked on bzr-svn
branches (bug #311997). In other words, it fixes the following workflow:

$ bzr branch --stacked <some-svn-url> myproject.bzr
$ bzr branch myproject.bzr myproject2.bzr
