I just created it. I wasn't really sure if they were getting used, and
it takes a bit of extra effort for me to make them (if only because it
is 14MB of extra data that I have to upload to Launchpad).

So I'll probably only do them for final releases, but you should have a
bzr-nonadmin-1.11-1.exe once my uploads complete.
