[MERGE][#325897] bzr missing -v between an empty branch and a non-empty branch raises an IndexError

I think bundle buggy didn't like this because I had a legacy public branch
location
hanging around my bzr.work :(  (or maybe it wasn't me this time? or maybe
its on a little holiday)
