1.13final test failures

Looks like bug #341648 did not get merged back into 1.13

make check-dist-tarball is failing

test_osutils.TestWalkDirs.test_walkdirs_os_error

     not equal:

Shall I cherry pick the patch from Vincent?

Propose a merge into 1.13 (I see the milestone is 1.14rc1)?
