bug discussion: ftp lib error: too many connections

Hello,
can you please help me here:
ftp lib error: too many connections

Why does this happen?
I am getting this quite often. A restart of the computer doesn't migtigate.

It occurs on:
windows XP
Bazaar 1.14
using on commandline
The FTP is on the local network (corporate)
