Changes for 1.15.1?

Jono Lange has pointed out a serious regression in 1.15 regarding
PermissionDenied errors from a smart server causing tracebacks (rather than
readable error messages) when pushing new branches.  It's likely to impact
many Launchpad users.  <https://bugs.launchpad.net/bzr/+bug/381329>

It's marked as Critical and targetted to “1.15rc1” in Launchpad.  The fix
should be pretty easy but as I'm travelling back to Sydney this weekend it's
unlikely to get done before Monday.  I and Jono would very much like to have
a fix for this in the 1.15.1 release though.
