Differences for win32 versus Linux open() performance

Hi John.
Thank you for including windows performance in your bzr work. As a member
of a minority hoping to grow rapidly (bzr users on Windows) I appreciate the
help!
I'm curious. Does the time for open() even scale linearly in the number of
files *in a single directory *on Windows? In other words, are your results
influenced by pushing/popping directory levels? Or was your open/close test
done in a single directory? Either way, yes or no, might shed some light on
why windows is so slow.
