Ah, that's a bit annoying.

This is a bit sloppy.  If we want things in a particular release we
should have a bug targeted to that release, so the RM can check before
releasing whether they're all merged - both checking the bug is fixed,
and that it's mentioned in the NEWS file or merge history.
