Well, I try to stick to Windows conventions (I know that's another problem with portable 
applications, as rules change with OS), so I don't capitalize menu words: in a menu, the 
item should be Open location. In a dialog title, it should be Open Location. As a field 
label, it should be Location to open, for example. In a tooltip, it should look like a 
regular sentence.
Beside, it is quite unusual in French to have capitalized words, so I minimize the usage.

Sure, I am aware that's not a simple problem and people smarter than me (and with more 
experience) probably pondered all that.
I have seen many translation systems, from Windows resources to Java ones, various PHP 
methods (by string, by identifiers, by UID - urgh!, etc.), etc.

Obviously, I have to live with what exist, anyway, and that's not the worst method anyway.
