bzr 1.17 branch on launchpad moved

I've gone ahead and moved the published location for bzr 1.17 to
launchpad. This means that its location has changed from ~bzr/bzr/1.17
to ~bzr-pqm/bzr/1.17.

This also means that the PQM address for submitting changes has changed
to http://bazaar.launchpad.net/~bzr-pqm/bzr/1.17.

Once JML successfully lands patches there I'll put a doc change for our
docs together documenting this.

I did this change so that we can know that moving our trunk to launchpad
is feasible without having to do so. This is useful because we make
relatively few changes to release branches and so it doesn't impact us
if lp does go done (see the prior thread about this).

We have to choose what to do about the copy on bazaar-vcs.org - we can:
 - setup a cron job to mirror it 
 - have pqm mirror it (by making the copy on launchpad a bound branch)
 - remove it

I'm partial to removing it myself.
