Don't create symlinks in bzr.dev, please!

I'm pretty sure this is only meant as a way to transition to the new
docs. But in the meantime I'm going to try and just remove the link and
move the target back to the location.

I found this in doc/BUILD_NOTES:

2. Tweak the User Guide index page used:

   cd doc/en/user-guide
   rm index.txt
   ln -s index-for-2x.txt index.txt

which I changed to:

   bzr mv index.txt index-for-1x.txt
   bzr mv index-for-2x.txt index.txt

And everything still seems to work. So I'm submitting the update.
