[rfc] six-month stable release cycles

Since I'm late in the game I will not cite all verses but just
list my comments.

Overall, I agree with most of the proposed changes and I think it
will help create stable bazaar distributions (as in bzr and a set
of plugins):

- bump major release number when default format change (or as
  noted, major performances or code changes justify it. But
  frankly, I strongly doubt that can occur without any format
  change ;-),

- create a stable release policy with a slower than monthly rate
  (I'm amazed we didn't think about that sooner, but having the
  PPAs made it harder to recognize that may be),

- lobby plugin authors to follow the stable release policy. We
  may want to invest some time here to identify the best
  practices as soon as possible. My gut feeling is that we will
  encounter some problems during 2.0...

I don't think we may encounter new problems by having people use
only stable releases (I think a large part of the bzr users
upgrade at roughly that rhythm anyway due to the distribution they
use), yet, I think we should keep that in mind when deprecating
APIs or formats.

Regarding the windows installers, I'm waiting for Sidnei to
publish a branch of lp:bzr-buildbot-net containing the necessary
changes to the master so that my private builbot can trigger the
daily builds.
