I think this plan overall makes a great deal of sense.

With my launchpad-code hat on, I'm not 100% sure which versions of bzr
we should run.

I guess it makes sense for us to use the unstable versions, but then I
worry a tiny bit about development formats being used on launchpad and
becoming inaccessible as the version of bzr we use changes.  OTOH, we've
had development formats disappear from bzr before now and it hasn't
caused any real problems so maybe I'm worrying over much.
