FWIW, ohloh.net's estimate for the development effort necessary to
develop bazaar (based on plugging the number of lines of code into the
COCOMO model) is 58 person years. See near the bottom right corner of
the page at [1].
This may not bear any relationship to the actual effort invested
(open-source developers are likely considerably better than average),
but it is arguably indicative of what it would take to develop a
comparable project in industry.
