It's actually 1.81-1ubuntu1, meaning it's Ubuntu's first increment on
Debian's first increment of the upstream tarball.
Because the eg cygwin installer would probably come straight from
upstream rather than being derived from the exe I don't think it's
quite comparable; it would just be 1.18-1 and then whatever extension
makes sense.
