Official 1.18rc1 announcement?

I'm not sure if the plan was followed exactly, but I thought we were
expecting to have a "1.18rc1 available" public announcement once the
installers for Windows and Mac where built. I realize our glorious RM
was away in Taiwan during that time, so it might have just been forgotten.

Was that the plan? I'm mostly curious because it seems we will be
releasing 1.18-final *today*, and we never really had the 'general
availability' announcement for 1.18rc1.
