'driver' field in lp/bzr

So it seems that launchpad has a 'tight' permissions model for things
like declining bug nominations. Our policy though has been pretty open
about who can do things - if you're in the team you can do it.

I think we should probably reflect that by making the bzr team the
driver for bzr. (As far as I know there isn't a way to change lp's
policy per-project).

This hasn't matter so far because we've just been [effectively] ignoring
old releases, but with 2.0 being long lived and getting maintenance
we'll need to be able to look at a list of what needs doing there, and
that means keeping the nominations list up to date.
