"bzr qbzr" launches an unsupported, experimental application. (The other
25-30 q* commands provided by the QBzr plugin are supported.) It's been
superceded by bzr-explorer (and probably ought to be removed). See
http://doc.bazaar-vcs.org/explorer/en/ for more information on Bazaar
Explorer.
The combination you want is QBzr 1.14 and bzr-explorer 0.7. I'm not sure
though whether QBzr 1.14 will work with bzr 1.13 say. If it doesn't grab
bzr 1.18.
