1.18.x vs 2.0.x

As Alexander said in the 2.0 thread, he's started backporting fixes to 1.18.

I think supporting a good stable platform for people who don't want to
switch to 2a repositories at this time is good.  However I'd rather
not dissipate our efforts by maintaining two stable branches that are
very similar: twice as many reviews, twice as many releases and
builds, more options for users to work out.

What I suggest is this:

* we add a global configuration file to bzr (there is a bug for this;
it's overdue)
* we add a configuration item to set the default format (also overdue)
* people who want a stable platform but not 2a set default_format=0.92
or 1.6 or whatever
* we backport fixes only to the 2.0 series

It's true this needs some per-machine configuration but it will save a
lot of waste.
