Backtrace in bzr-svn when trying an operation that access a remote repo with no network connection...

Hey Jelmer,

I proposed a couple of branches to merge to subvertpy and bzr-svn.
Basically, I was dumb and tried to access a remote repo without a
network connection and bzr-svn backtraced on me.  I tracked down the
necessary error codes and what not.  I'm not sure how you stage
changes between subvertpy and bzr-svn, so I went with the straight-up
fix rather than trying to dance around the error code not being there.
 If you'd rather I take a different approach, I'm more than happy to
go back and fix it.
