Is Bazaar's document distributed under GPL?

By the translators hand, translated document should be GPL and
translators doesn't familiar to publishing GPL document to Web.

But I think this is not a big issue.
If copying Bazaar text from code to documentation and back is important,
GPL may be acceptable for translators.
