It is.

Lack of rename/mv support is a big functional hole in explorer and one
of the reasons I haven't called it 1.0 yet. After all, great rename
support is a big Bazaar strength so not having it in explorer is quite
tragic.
I'm planning to have rename as an context menu option in the working
tree once it intelligently filters things to show versioned vs
unversioned vs ignored items. That won't be quite enough though because
some users will need 'rename after the fact'. We'll need a QBzr dialog
to support that feature.
In summary, this is high on my list. After I finish doing some doc
cleanups for 2.0 (plugin guide and website) and fast-import fixes
(making it easier for users to migrate to Bazaar), I plan to get on to it.
