I believe that is the plan.
A 2.x.y branch can always be merged into the 2.x branch (whenever a
developer feels it should be done.) And the 2.x branch can always be
merged into bzr.dev (again depending on someone caring enough to do it.)
I was planning on following through with some of that now that 2.0.0 is
final, unless someone beats me to it.
