Absolutely.  The name for that use case is "bound branches", and they
definitely need to be handled differently from checkouts.  I'd
actually argue that soft-fail type actions should be the default in
that case.

Unfortunately, until the two cases are unbound (so to speak ;) trying
to differentiate the behavior ends up being at best a gross bolt-on
hack  :|
