Looking at the Bazaar User Guide, it probably makes sense to move
"Running a smart server" and "Serving Bazaar with FastCGI" to a new
"Administrating a server" section. "Access control" can then be added
as a topic within that new section, with bzr_access as one of the
sub-topics.
