I think you're running into the baroque initialization conventions of
POSIX shells (and bash only contorts things worse). That file (and
~/.bash_profile, ~/.bash_login, or ~/.profile) are sourced only for
login Bourne shells, which this isn't.
All the ways to set umask in this context that I can think of require
user by user configuration (eg, put umask in ~/.bashrc or add
'environ="BASH_ENV=/etc/profile"' to the entry in authorized_keys).
