No specific comments on that (i.e. I agree), but I thought about
another approach too: ghosts.

ghosts are revisions that you know exist somewhere without
knowing anything about their exact content *except* that they
lead to a particular revision.

In implementation terms: a ghost appears as a parent of a
revision, but is not a known revision.

In the context of the Ubuntu/bzr stories i was wondering if we
could add ghosts at some carefully chosen places to mean:

- this is where we will plug the debian detailed history leading
  to this release,

- this is where we will plug the upstream detailed history
  leading to that release,

etc.

That could be an alternative to the use of bzr-re{base, write}
technics,
