SCMs are a good idea, and like you I have yet to see a good
implementation of one.
A good implementation would, IMO, necessarily require that it work with
existing best-of-breed VCS tools and repositories, and be de-coupled in
such a way that the VCS tool could be changed while continuing to use
the same SCM.
A VCS is an essential *part of* an SCM, but what we *have* are VCSes,
not SCMs.
I don't think any of Darcs, Bazaar, or other popular VCS tools should be
treated as SCMs. They're not, and trying to pretend they are is going to
lead to poor VCS workflow and poor SCM workflow.
