I tend to disagree.

According to official document 
http://doc.bazaar-vcs.org/latest/en/upgrade-guide/index.html this is 
recommended way as better and safer.

There is only 5 subscribers, and nobody need to re-target merge 
proposals, they fine as is. Change parent location is a problem, yes, 
but you need anyway to upgrade your local copy, it won't be updated 
auto-magically. And I hope this is the last time (at least this year) we 
change the format of trunk.
