The FSF doesn't require copyright assignment. Individual GNU projects
do. The FSF is always willing to act as a trustworthy copyright
holder for projects and individual developers that don't want to
manage their own copyrights, of course, but there are alternatives.
Of course several of the most prominent GNU projects (GCC, Make,
Emacs) were initiated by RMS, and the FSF acts as trustee for his
software legacy. (I think this was in part "strategic", in that at
least at that time Richard couldn't personally afford lawyers and
didn't really want to be able to. "Unipress Emacs? Never again!" :-)
