[ANN] Bazaar Externals plugin

Hi Ian,

I'll try to involve original author of bzr-externals plugin into
conversation (I'm not the author, I'm just interesting party),
but I think if .bzrmeta will be officially endorsed way to keep
settings/rules then bzr-externals ought to use and support it.
