bzr-git on Windows

Please try below:

1. Open bzr-git plugin directory. (ex: C:\Program Files\Bazaar\plugins\git)
2. Make '_lib' directory in it.
3. Extract dulwich directory in dulwich-0.4.0.tar.gz and put into the
'_lib' directory.
