I'd prefer to have launchpad expire them after the delay (60 days
seem too high, but it's ok).

I tend to mark bugs incomplete on the assumption that if the
reporter don't care (or don't care anymore because we've been too
slow to ask for feedback), having launchpad remind the parties
involved is the best thing to do.

The actual state where no one is reminded that *something* needs
to be done is counter-productive IMHO.
