Default performance of ‘lp:foo’ URLs

Specifically, that Launchpad should offer anonymous requests to ‘lp:foo’
with a protocol as fast as feasible, instead of the currently slowest
contender.

That has, at least, been uncontroversially accepted. Now it's up to
those who can actually implement it (or who have significant influence
on those who do).
