I have proposed a way by which you can participate in bug triage
without needing to create any accounts or remember any passwords other
than that of your gpg key.  To me that seems to address the practical
issue of not wanting to manage another account.  It is nearly
equivalent to accepting openid credentials (though over a narrower
scope), which seemed to be what you wanted.  It is unfortunate
implementation of that was pushed back, though I think the right
decision.  Though if you object to there being an account at all,
perhaps it would not have been enough.

Debian's bts (last I checked) trusts unsigned mail from anyone to do
anything.  It's not really in prospect that Launchpad will do that.

I don't think playing "guess what my objection is now" in
mostly-irrelevant threads is really what Bertrand Russell had in mind.
 In the couple of his books I've read he is actually pretty clear
about what he objects to, why, and what he would like to see instead.
I'd rather get bug reports from Russell than Nietzsche.

So maybe you could put up a webpage somewhere (or find one you agree
with) explaining the problem with web app accounts, or with
Launchpad's implementation of it in particular.  Then each time you
feel the urge to mention it on this list, you can just give the URL,
and we can see what persuasive power it has on their developers.

I agree that per-site accounts are a bit annoying, though today OpenID
has deficiencies too.  I do find it hard to imagine how someone could
strictly avoid them these days though and still use the Internet at
all.  Even to get packets through requires a specific account with an
ISP, let along doing anything to do with money.
