I haven't looked at the code yet, so take this next bit with a pinch of salt.

I think Bazaar should have launchpadlib dependencies in the launchpad
plugin, and that at the very core of this should be some helper
functions -- a mini-library, if you will -- for doing branch stuff
with Launchpad.

Failing this, I think there should be a plugin along these lines. I
registered launchpad.net/bzr-launchpad for precisely this purpose.
Sadly, I have not yet written any code. I will gladly hand over the
reins for the project on the understanding that your code will evolve
into a mini-library (if it isn't already!).
