2.1.0b4 and 2.0.3 have Windows Installers

I just checked the page and it has 2.1.0b4-2 (and I deleted -1). However
that is only for setup.exe (which is the only thing that bundles
anything other than bzr code.)

Also, I didn't update the WindowsDownload wiki page yet.
