please explain the hg plugin

Why is that a problem?  "OK, I'm not allowed to get .bzr/branch-format
in the only way I know how to get it.  So try Plan B: get something
else."  No?  I hope you're not using a library that thinks that 405
means that method isn't allowed for anything on the server or
something like that....

I agree that 405 is clearly inappropriate for a nonexistent resource
(the required Allow header should be empty :-), but I don't see why
bzr-{hg,svn} can't work with that anyway.
