[bugtracker meta] too many milestones?

I went ahead and updated them, summary:
- 2.1.1, left active, despite being released, there are bugs associated
with it which are not marked fix released, Ian (#5131042), Andrew
(#496813), I marked #537041 fix released but didn't update the NEWS
file ?
Apart from that one, all others have been deactivated leaving us with:
- 2.0.6,
- 2.1.1, 2.1.2
- 2.2b2
If needed, 2.2b1, 2.0.5 etc can be re-activated but I think we've done a
pretty good job of tracking when bugs have been fixed in the late
months.
Let see how it works,
