Of course.  Thanks for pointing out what should have been blindingly
obvious to me.  I'll claim I was "too close to the problem" and quietly
withdraw.

The problem was that I manipulate which bzr executable is used in
~/.bazaar/locations.conf so as to ensure I use the same Bazaar on the
server as I do on the client, but for some repositories the user on the
server is not me.  I'll have to think through, now that Ubuntu has a
good Bazaar version by default, whether I still have to do this -- I set
it up as part of switching to format 2a.
